Mendoza does not observe daylight saving time. Its offset stays at UTC-03:00 every day of the year, which makes it one of the simpler zones to work with: a fixed offset is enough to convert any timestamp, and there are no missing or repeated local hours.

Always pass the IANA identifier America/Argentina/Mendoza rather than a numeric offset. The identifier carries the zone's entire history of offset and daylight saving changes, so a timestamp from any year converts correctly; a hard-coded offset is only right until the next rule change.
